How to Claim HRD Corp Grants for Safety Training

What Is the HRD Corp Claimable Courses Scheme?

Under this scheme, employers do not pay the training provider directly. Instead, HRD Corp pays the provider using the employer's accumulated levy balance. HRD Corp's support centre also refers to the scheme as SBL-KHAS.

This means:

• Zero upfront cost for the employer (if levy balance is sufficient)
• Training provider invoices HRD Corp directly
• The employer's levy account is debited accordingly

Who pays the levy

Employers in the covered industries with 10 or more Malaysian employees must register with HRD Corp and pay a levy of 1% of their employees' monthly wages. Employers with 5 to 9 Malaysian employees may opt in at 0.5%. See HRD Corp's registered employers page.

Lead time: HRD Corp sets a minimum lead time between your application and the first training day, and it changes. Check the current Grant Helper before you plan dates.

Step-by-Step Application Process

Step 1: Check Your Company's Eligibility

Before applying, confirm:

• Your company is registered with HRD Corp (PSMB) as an active employer
• You have sufficient levy balance to cover the training cost
• You have no outstanding arrears, interest, or penalties with HRD Corp
• The course is at least 4 hours of training
• In-house training: at least 2 trainees
• Trainees must attend at least 75% of the course

Step 2: Choose an HRD Corp-Registered Training Provider

The provider must be registered with HRD Corp/PSMB. Request:

• Quotation or invoice on company letterhead
• Trainer profile (must be TTT-certified or HRD Corp-accredited)
• Course outline / training proposal
• Training schedule and proposed dates

Step 3: Log In to the e-TRiS Portal

Visit hrdcorp.gov.my, click Employer Login (e-TRiS), and log in with your username/MyCoID.

Step 4: Submit the Grant Application

1. Go to Grant → Apply Grant → Apply
2. Select scheme code: HCC
3. Select your Immediate Officer
4. Select the training provider (by name or MyCoID)
5. Select the course title and training mode (physical / remote online)
6. Enter training location, dates, and duration
7. Add batch and trainee details (name, IC, designation)
8. Enter training fees and allowable allowances
9. Upload required documents: quotation, course proposal, trainer profile
10. Complete the declaration and submit

You will receive a Grant Reference Number. Save this.

Step 5: Wait for Approval

Track your application under Grant → Grant Status:

• Pending — under review
• Approved — proceed with training
• Returned — queried grants must be answered and resubmitted within 5 days, or the application expires
• Rejected — reason provided; you may reapply

Important timing rules (from 15 June 2026): In-house HCC training can start no earlier than 14 days after grant approval. Public courses: 3 days after approval until 31 December 2026. Claims must be submitted within six months of training completion.

Step 6: Conduct the Training

Once approved, your employees attend the training. Ensure you collect:

• Daily attendance records (signed by participants)
• Completed evaluation forms (good practice, not an HRD Corp requirement)
• Photos of the training session (good practice, not an HRD Corp requirement)

Step 7: Post-Training Claim Submission

After training completion, submit to the training provider:

• Signed Attendance List (participants sign; employer authorizes)
• Signed JD14 Form (completed by the training provider and approved by the employer at manager level or above)

The provider submits the claim to HRD Corp for payment. HRD Corp sets the submission deadline and late-submission policy; we confirm the current rules with you before training starts.

Most DOSH-aligned safety training programmes delivered by HRD Corp-registered trainers may be eligible for levy support, including:

• CIDB Green Card (SICW) training
• OSH-C competency training — delivered by DOSH-registered centres; Naja Safety can refer you to one
• BOFA Training: Basic Occupational First Aid & CPR certification
• Fire Safety and Emergency Response training
• Chemical Handling and Spill Control

Late grant application	Submit before HRD Corp's cut-off date.

Wrong file format or size	Follow the file-type and size limits shown in e-TRiS at the time of upload.
Provider not HRD Corp-registered	Verify provider registration on the HRD Corp portal before engaging.
Changes not reported	Report date, venue, or participant changes via e-TRiS before they happen.
