What is the legal noise limit for workplaces in Malaysia?

Under the Noise Exposure Regulations 2019, 'excessive noise' is defined as exceeding 82 dB(A) daily exposure. The Noise Exposure Limit (NEL) — the legal maximum — is 85 dB(A). Employers must ensure no worker is exposed above 85 dB(A).

Do I need a registered Noise Risk Assessor (NRA)?

Yes. If your workplace may expose employees to noise exceeding 82 dB(A), you must appoint a Noise Risk Assessor registered with the Director General of DOSH. The NRA must use IEC-compliant equipment and submit a report within one month.

How often must noise risk assessments be repeated?

Employers must re-identify excessive noise not more than one year after the previous identification. Full noise risk assessments must be reviewed not more than five years from the previous assessment, or when directed by the Director General.

What is a Hearing Conservation Programme (HCP)?

An HCP is a comprehensive system to prevent occupational noise-related hearing disorders. It includes noise monitoring, engineering controls, administrative controls, provision of personal hearing protectors, audiometric testing, and employee training.

The 82 dB(A) Action Level

Malaysia lowered the action trigger for noise assessment in 2019. Exceeding 82 dB(A) mandates a registered Noise Risk Assessor, a Hearing Conservation Programme, and annual audiometric testing. The legal exposure limit (NEL) is 85 dB(A).
