CIDB Green Card vs SICW: What Is the Difference?
Many employers confuse the Green Card with the SICW certification. We clarify the relationship, the renewal cycle, and who needs what.
In short: The SICW (Safety Induction Construction Worker) is a training course. The CIDB Green Card is the official registration credential that proves a worker is legally permitted to enter and work on Malaysian construction sites. You cannot get the Green Card without first completing the SICW course (unless you qualify for an exemption).
What Is the SICW?
The Safety Induction Construction Worker (SICW) is a mandatory safety training programme for all first-time construction workers in Malaysia. It provides foundational knowledge in:
- Construction site safety laws and regulations
- Hazard identification and risk control
- Personal protective equipment (PPE) selection and use
- Site welfare, emergency response, and first aid basics
The course is available in 7 languages (Malay, English, Indonesian, Mandarin, Bengali, Urdu, and Burmese) and can be taken:
- Online (e-SICW) — self-learning modules + online assessment. Passing mark is 50%. One free re-test is allowed.
- Physical classroom — at CIDB-accredited training centres.
Duration is approximately 6–8 hours (or ~2.5 hours of video content for e-SICW). Cost is roughly RM60 for the online version, though bundled packages with card fees may vary.
What Is the CIDB Green Card?
The CIDB Green Card (Kad Hijau CIDB) is the physical or digital registration card issued by CIDB Malaysia under CIDB Act 520. It serves as proof that a construction worker is registered and legally eligible to work on Malaysian construction sites.
The card contains:
- Worker's photograph
- CIDB registration number
- Validity period
- Skill classification
- QR code for instant digital verification (modern versions)
It also provides:
- Insurance/takaful coverage under the CIDB Group Construction Personnel Takaful Plan
- A foundation for further skills certification (SKM, specializations, etc.)
Application Flow: From SICW to Green Card
- Complete the SICW course (online or physical) and pass the exam.
- Apply via CIMS/CIDBLINK — submit registration, personal documents, and payment to CIDB.
- Receive your Green Card — by post (approx. 60 working days) or via digital verification.
Exemptions from the SICW Course
Workers who already hold certain recognized safety certifications may be exempted from taking the SICW course when applying for the Green Card. Recognized certifications include:
- NIOSH Safety Passports
- OGSP (Oil & Gas Safety Passport)
- CPSAR (Construction Personnel Safety Awareness Registration)
- Specific contractor/site safety passports recognised by CIDB
Renewal Cycle
The CIDB Green Card is valid for 1 to 5 years depending on the registration package and citizenship status chosen. Renewal must be completed before expiry to maintain uninterrupted legal access to construction sites. Workers who allow their card to lapse risk being denied site entry during CIDB inspections.
