The OSH (Noise Exposure) Regulations 2019 [P.U.(A) 60/2019] set clear duties for employers where noise is excessive.
"Excessive noise" — a registered noise risk assessor must assess the workplace (reg 4). Assessment records kept 30 years.
Noise Exposure Limit (NEL) — 8-hour TWA. Must not be exceeded. Engineering and administrative controls required; hearing protectors as last resort.
Maximum sound pressure level and peak limit. Immediate strict control and hearing protection zone designation.
Where the limit is exceeded: annual audiometric testing at a DOSH-approved centre (reg 9) and annual training for exposed employees (reg 5(2)).

Where the exposure limit of 85 dB(A) is exceeded, employers must provide hearing protectors, annual audiometric testing, and annual training.

Baseline audiometric testing within three months of starting work that exposes the employee to the noise exposure limit. Annual testing thereafter. Records must be kept for the duration of employment plus five years.
Earplugs are one form of personal hearing protector. The Noise ICOP 2019 says selection should consider the noise level, comfort, and communication needs of the job. Hearing protectors must be DOSH-approved and individually fitted.
