The OSH (Noise Exposure) Regulations 2019 [P.U.(A) 60/2019], in force 1 June 2019, replaced the 1989 regulations. Noise above 82 dB(A) is 'excessive noise' and needs a DOSH-registered Noise Risk Assessor; the exposure limit is 85 dB(A).

Above 82 dB(A): a DOSH-registered Noise Risk Assessor must assess the workplace (reg 4). Above the exposure limit of 85 dB(A) (or 115 dB(A) maximum / 140 dB(C) peak): annual audiometric testing at a DOSH-approved centre (reg 9). Employees exposed to excessive noise need training at least once a year (reg 5(2)). The Hearing Conservation Programme is set out in the 2019 Code of Practice (s.5).

Noise Exposure Limit (NEL). Must not be exceeded. Requires engineering controls, administrative controls, and mandatory annual audiometric testing.
> 115 dB(A)
Maximum sound pressure level at any time. Immediate hearing protection zone designation and strict control measures required.
> 140 dB(C)
Peak sound pressure level limit. Exposure at this level can cause instantaneous acoustic trauma and permanent hearing damage.
