Do You Need a CHRA?

Any work that may expose employees to a chemical hazardous to health needs a written chemical health risk assessment (CHRA) first, by a DOSH-registered assessor. Many facilities have never completed a proper CHRA, or their assessment is outdated and will not survive a DOSH inspection.

USECHH Non-Compliance Penalties

Non-compliance with USECHH 2000 carries penalties under the OSH Act. Assessment reports must be kept for at least 30 years and made available to DOSH (reg 13); DOSH may direct a review at any time (reg 10(c)).

Accidents involving uncontrolled chemical exposure can trigger criminal liability for employers. Directors can be held personally accountable for inadequate controls.

Insurance and Tender Disqualification

Important: A Chemical Health Risk Assessment (CHRA) must be conducted by a DOSH-registered Chemical Health Risk Assessor. Naja Safety provides awareness training, workplace preparation, documentation support, and coordination to help you engage registered assessors efficiently and comply with USECHH 2000 requirements. We do not perform statutory CHRA assessments directly.

Step 01

Chemical Inventory Training

We train your team to catalog chemicals on site, cross-reference against the USECHH First Schedule, and identify exposure pathways in preparation for assessor review.

Step 02

Assessor Coordination

We coordinate with registered DOSH assessors for calibrated air sampling and dosimetry. Results are compared with the permissible exposure limits in USECHH 2000 (regs 6–7, Schedule I). ACGIH TLVs are used as a supplementary, non-statutory reference.

Step 03

Documentation Support

We help you compile hazard severity evaluations, exposure frequency data, and existing controls into a format ready for registered assessor review and DOSH submission.

Step 04

Control Awareness Training

Training on engineering controls (LEV), administrative controls (shift rotation, SOPs), and PPE selection aligned to residual risk levels identified by the registered assessor.

Step 05

Implementation Support

90-day follow-up support to verify control implementation, conduct worker training, and prepare documentation for DOSH inspection readiness.

Why Other Approaches Fail

Generic consultants produce template CHRA reports that do not reflect your actual chemical exposure profiles. Without calibrated monitoring data, the report is worthless in a DOSH inspection. One-off assessments without implementation support leave hazards uncontrolled.

Frequently Asked Questions

How often must a CHRA be conducted?
DOSH recommends reviewing your CHRA whenever there is a significant change in chemical usage, process, or workplace layout. The law requires a review at least every five years, or sooner after a significant change or when DOSH directs (reg 10). We recommend annual reviews for high-risk facilities.
What is the difference between CHRA and HIRARC?
HIRARC covers all workplace hazards broadly. CHRA is specific to chemical health risks under USECHH 2000 and requires exposure monitoring data. Most chemical facilities need both.
Do we need to stop production during monitoring?
No. Registered DOSH assessors conduct exposure monitoring during normal operations to capture real-world exposure levels. Workers should not modify their behaviour during sampling.
How long does the assessment take?
Registered assessors typically require 3–5 working days on site for monitoring, plus 7–10 working days for laboratory analysis and report preparation.
Can you help us upgrade our LEV system?
Yes. We provide LEV awareness and inspection coordination training. We prepare your team to verify capture velocity, airflow rates, and system integrity, and coordinate with assessors for formal evaluation.
Is CHRA required for small workshops?
If you use any scheduled chemical under USECHH 2000 — regardless of facility size — a CHRA is mandatory.
